  10. THE GOOD, THE BAD, AND THE UGLY BEHIND THE "BABY
  11. ADOLPH" GOVERNMENT BEING IMPLEMENTED IN
  12. AMERICA'S STATEHOUSES AS "CONFERENCE OF THE
  13. STATES"/ CONVENTION ORGANIZING SECRETLY
  14.  
  15. The good are being deceived; the bad are implementing
  16. appointed administrators for a foreign form of dictator
  17. government; and the ugly are those you have trusted to
  18. follow the U.S. Constitution by oath when taking office, but
  19. are breaking the rules by an active revision of state and
  20. federal forms of government while some are scheming to
  21. become Appointed SENATORS and CONGRESSMEN.

  23. A Plan was created by a private advocacy group; many Virginians witnessed
  24. a leading advocate and a Director of this group begin working with the
  25. leadership of the Virginia State Senate in 1989. This Director of the
  26. Committee on the Constitutional System and author of working papers
  27. published in Reforming American Government would attempt a bold and
  28. audacious scheme prepared in the period 1982-1994. Soon an elaborate
  29. plan was launched. It had been designed to duplicate the Congress of the
  30. U.S., but fashioned after the "PARTY SYSTEM", a form of government in
  31. foreign nations. If successful, State leaders of political parties may become
  32. Fifty or more APPOINTED SENATORS skillfully placed in the U.S.
  33. SENATE, while more than twice that number of "party leaders" could be
  34. APPOINTED CONGRESSMEN.

  36. Party-leader government could be the outcome when POWER-LUSTING
  37. party leaders appoint themselves. Political party leaders in the office of the
  38. governor, and the majority and minority party leaders in the state senates
  39. and state delegations within the legislatures constitute the new state
  40. government. A position in this new state government is the quid pro quo for
  41. violating the Constitutional rules. "PARTY GOVERNMENT" results with
  42. passage of "participation resolution". This is a law-breakIng creation to
  43. create old-world form of government.  The U.S. Constitutional
  44. guardians, your elected state representatives, are replaced by "Party
  45. Government" guardians in a new appointed government.  This type of
  46. constitutional changes advocated empower party leaders as sovereigns
  47. over the people.

  49. The plan WITHIN a plan was given an opportunity by a skillful manipulation
  50. of legislators, party leaders, and a Virginia governor. who on Nov. 14,1994
  51. acknowledged the long standing plan's elaborate nature by revealing details
  52. in "Executive Order Number Thirty-seven (94)". In his Executive Order,
  53. Gov. George Allen announced the results of his meetings.. "there should be
  54. added to the U.S. CONSTITUTION an amendment"... "the States should be
  55. able to obtain it without needing to rely upon the federal Congress in
  56. Washington." He then referred to the ACIR-CSG TASK FORCE WRITTEN
  57. PROPOSAL TO REVISE THE U.S. CONSTITUTION. Governor Allen
  58. also ordered implementatIon of how States would begin amending the
  59. CONSTITUTION without following the rules of amendment. For this
  60. purpose he announced creation of the Conference of the States part
  61. of the scheme to by-pass Art. V of the U.S. CONSTITUTION.

  63. "The Governor's Advisory Council" was given official and formal status. In
  64. the Press Conference that same day. GOVERNOR ALLEN named CCS
  65. DIRECTOR A. E. DICK HOWARD TO THE "OFFICIAL" COUNCIL. Among
  66. 49 others described in the press release is "the United States Coordinator
  67. for Lady Margaret Thatcher". Alexandra Warfield Davis. Her presence could
  68. clarify the proper protocol for Parliamentary Government. (WHY THE
  69. AGENTS OF THE BRITISH HOUSE OF LORDS ARE NEEDED IS NOT
  70. EXPLAINED. You may decide for yourself whether there is ALSO a
  71. coronation anticipated.)

  73. Gov. Allen's E.O. specifies STAFF SUPPORT to conduct the Council's
  74. work which "shall be furnished by the Office of the Governor... and such
  75. other executive agencies.. .as the Governor may designate."
  76. The role of CCS Director Howard is spelled out on Page Eight of
  77. the Executive Order: "The Council shall advise and assist the
  78. Governor in preparing for the Conference of the States scheduled
  79. to be held in 1996, and a planning meeting to be held in 1995."
  80. Thus, on Nov.14th,1994, plans formulated in the 1980's were
  81. revealed as The Conference of the States: Launching
  82. Constitutional change! Launching a new form of constitution is
  83. seen developing by Executive Order.

  85. In the Nov.14, 1994 Press Conference Gov. ALLEN says: "As
  86. many of you know, we will have an important opportunity to
  87. advance this agenda in just a few days when Virginia hosts the
  88. Republican Governors Association in Williamsburg "..."When
  89. we meet in Williamsburg, therefore, I will be asking my
  90. colleagues to make a declaration of principles and resolve similar
  91. to what is spelled out in this Executive Order."
  92. To "advance this agenda" , OTHER GOVERNORS in cooperation
  93. with the CCS DIRECTOR HOWARD'S "parliamentary
  94. government group" MOVED the agenda step by step as plotted.
  95. Also President Clinton's ACIR appointee, Gov. Mike Leavitt, was
  96. also appointed point man of the "STEERING COMMITTEE". The
  97. KEY element is ACTIVE REVISION OF STATE AND FEDERAL
  98. GOVERNMENTS INSTANTLY UPON ENACTMENT OF THE
  99. "PARTICIPATION RESOLUTION".

  101. The bottom line is the 1994-96 "Virginia Plan" presented by
  102. Virginia Gov. George Allen was designed by others to "turn the
  103. founders upside down". The emulation of the 1786 "Virginia
  104. Plan" presented by VIRGINIA Gov. Edmund Randolph was
  105. authored by James Madison. Let every American hear...CCS
  106. DIRECTORS are not James Madison!

  108. As for those British agents occupying the Governor's office by
  109. Gov. Allen's Executive Order.. .you are not welcome by "We, the
  110. people". GET OUT! LEAVE THE AMERICAN CONSTITUTION
  111. ALONE!  AMERICANS HAVE YOUR STATE
  112. REPRESENTATIVES VOTE NO!!! COS TO APPOINTED
  113. GOVERNORS AND VOTE NO!!! APPOINTED PARTY LEADER
  114. GOVERNMENT. BEWARE THE COS, VOTE NO!!!
  115. "PARTICIPATION RESOLUTION" LANGUAGE!
